It must have been designed, manufactured and placed on the market to be used for several journeys or rotations during its life cycle, whilst being refilled or reused for the same purpose for which it was designed (Article R.543-43 of the Environment Code).

Reuse operators
CITEO PRO supports the development of your reuse schemes for catering packaging, as well as the traceability of your professional packaging.
You will be able to register in autumn 2026 to take advantage of this.
Producers
Every year, 5% of our budget must be allocated to promoting reuse. You can benefit from this by joining CITEO PRO.
Eligible expenditure includes the purchase of packaging stock, the adaptation of production equipment to facilitate reuse, and the development of reusable packaging. All applications are subject to assessment criteria to ensure funding is allocated to the projects most closely linked to performance.

As stakeholders in the reuse sector within the catering industry, you are affected by the Extended Producer Responsibility (EPR) scheme for professional packaging in two ways: as producers and as operators of reuse loops.

Frequently asked questions from those involved in re-use
Your packaging is considered to be reused if it is used at least one further time for a purpose of the same nature as that for which it was designed, and where its reuse is organised by or on your behalf.
The types of professional packaging most frequently reused are: pallets, crates and bins, drums and IBCs.
Provided your packaging meets the definition of commercial packaging under this EPR (whether reusable or single-use), you are subject to this EPR. If you are the first party to place reusable packaging on the market in France, you are responsible for it, and if you reuse it, you must report this to your eco-organisation.
