You are considered a waste holder if your business generates packaging waste as a result of its activities.

The management of this waste (collection, treatment and recycling) may be entrusted to a private service provider, the public waste management service, or carried out directly by your business. 

Your role is essential

By mastering the sorting process and optimising the organisation of your professional packaging waste collection, you play a vital role in achieving recycling targets and promoting the uptake of reuse.

A regulatory framework to improve your sorting performance

Since the ‘7 waste streams’ decree came into force in 2016, businesses have been required to sort their waste into seven main categories of materials: glass, wood, plastic, paper/cardboard, metal, plaster and mineral waste.

The objectives are clear: to improve sorting at source and the efficiency of collection in order to promote recycling.

Your role is vital in tackling these challenges and playing a full part in achieving the sector’s reduction, reuse and recycling targets.

What the EPR scheme for Professional Packaging means for you

Through the professional packaging scheme, you can receive financial support either directly or indirectly (via your waste management provider) to help you:

CITEO PRO provides financial support for the development of the collection, sorting and recycling of professional plastic packaging waste.
This support is paid either:

directly to your business, if you manage your own packaging waste (where there is a direct contract between your business and a recycling company)

indirectly, via your waste collection provider, provided they are registered with an approved Producer Responsability Organisation. These contributions will then be reflected on your bill.

You are considered a managing holder as soon as you send your professional plastic packaging waste directly to a recovery facility: you therefore have a contract with that facility.

As such, you are eligible to receive financial support directly for collection and traceability.

Frequently asked questions from licence holders

I have already set up a system for managing or collecting my packaging: am I affected by the Extended Producer Responsibility (EPR) scheme for professional packaging?

If you have already set up a system for partial or full take-back, you may be eligible for support under the EPR scheme, whether direct or indirect (via your waste collection operator).
If you do not manage your waste directly but already have a contract with a collection operator, the EPR does not affect your current system. The aim of the EPR scheme for professional packaging is to ensure the long-term viability of existing, effective systems and to provide financial incentives for stakeholders in the value chain to implement measures to improve performance, particularly in the management of professional plastic packaging waste.

What are the implications of extended producer responsibility (EPR) for product owners?

Until now, the collection and treatment of packaging waste has largely been the responsibility of the waste holders themselves. With the professional packaging scheme, the aim is to fund the improvement or introduction of more efficient collection and sorting systems in order to increase the recycling rates for this waste. The measures provided for under the new scheme mainly concern plastic materials, an area where France is lagging behind, with current recycling rates at 26 per cent – far short of the target of 55 per cent by 2030.

The Extended Producer Responsibility (EPR) scheme also involvesraising awareness and providing information to waste holders: many businesses are still unaware of the financial incentive schemes that exist or how to access them. CITEO PRO is leading this awareness-raising work to ensure that every waste holder understands their role in achieving the European targets and the financial incentives available to participate without incurring additional costs.
