The scheme’s recycling targets are ambitious

To achieve these targets, 719,000 tonnes of single-use professional packaging waste will need to be collected by 2030, and 566,000 tonnes of this will need to be recycled: this means doubling current performance levels.

Financial support
for your operations

The sector plans to provide financial support to remove the main economic barriers to improving waste management. To be eligible, you will need to register with an approved eco-organisation this autumn and comply with a set of specific requirements.

The planned support covers:

The collection and sorting of professional plastic packaging waste 

Support for the sorting process and traceability of hazardous professional packaging waste

Traceability of tonnages (for all materials)

The recycling of professional plastic packaging waste, with a view to promoting the regeneration of recycled plastics in French and European facilities

How to access support
What steps do you need to take?

I register my company (autumn 2026) 

To benefit from the financial support schemes set out in the terms and conditions and pass these benefits on to your customers, you can register with CITEO PRO and complete the form on our application portal.   

02.

I report my operations to the approved environmental organisations

the collection, sorting and/or recycling of professional packaging waste.

03.

I ensure reliable traceability

of my operations (which can be monitored).

04.

I pass on the financial support I have received

to my clients.​​ 

Traceability at the heart of the supply chain 

A traceability tool, to be used by all environmental organisations and coordinated within OCAEPRO, is currently being developed.  

This tool will enable data to be centralised, facilitate the payment of support, and measure the performance of packaging waste management schemes among businesses. 

Pending its implementation, the support payments will be made using a transitional system. 

Transparency as a condition of access  

The Extended Producer Responsibility (EPR) scheme introduces a transparency requirement regarding the financial support provided for in the specifications.

The financial support received for collection and sorting must therefore be passed on to your customers to encourage the development of sorting at source and the collection of professional plastic packaging waste.  

In practical terms, this means that you must show, on your quotations and invoices, the amounts of the unit-based subsidies received, whether for the collection and sorting of plastic packaging waste or for the sorting and traceability of hazardous waste.

The introduction of the EPRO EPR scheme is changing your role as a waste management operator, bringing with it new opportunities and responsibilities.
In practical terms, this involves: 

– New sources of funding: you can benefit – and enable your customers to benefit – from financial support for the collection, sorting and recovery of professional packaging waste.
– Enhanced management and reporting: more accurate data will be required to monitor waste streams and ensure traceability. 
– Operational changes: you may need to adapt your practices to meet performance and recycling targets.
– Closer collaboration with stakeholders and eco-organisations: you will become a key player in the value chain.
– Development opportunities: adapting your service offerings and potentially innovating in the services you provide. 

This new programme will help to structure and enhance your business, whilst supporting you in improving your environmental performance. 

The Professional Packaging EPR scheme focuses on plastics: with a current recycling rate estimated at around 26 per cent, it is far from the 55 per cent target set for 2030 (with an interim target of 50 per cent in 2028). 

The EPRO Extended Producer Responsibility scheme does not impose any additional regulatory obligations on waste management operators: they continue to operate within existing frameworks. 
However, it introduces financial support designed to overcome the identified economic and/or operational barriers. This support is specifically targeted at professional plastic packaging waste:  

– Collection,  – Sorting and separation at source,  – Recycling,
– Traceability of tonnages (applicable to all materials) in order to consolidate data across the sector.    

The most significant funding is for plastic.  Operators involved in the collection, sorting, consolidation, treatment or recycling of waste are eligible for this financial support provided they register with an eco-organisation and comply with the relevant requirements.
