Do you manufacture, distribute or import commercial packaging? Under the Extended Producer Responsibility (EPR) scheme, you are responsible for managing the end-of-life of packaging.

To lighten and share part of this burden, you can join an accredited eco-organisation.

Does this apply to you?

Every year, nearly 17 million tonnes of professional packaging are made available in France. 

This packaging is present at every stage of the value chain: from the production of raw materials through to distribution, including processing and logistics, across all sectors.

Packaging specific to the professional packaging sector 

The following types of packaging are automatically classified as commercial packaging: 

Large bulk container, crate of more than 15 litres, plastic crate of more than 15 litres, fish box, gastronorm container, large flexible bulk container, octabin, drum of more than 29 litres, jerrycan of more than 29 litres, can of more than 29 litres, bucket of more than 29 litres, point-of-sale advertising serving as packaging; pallets and pallet components. 

Transport packaging 

Packaging makes it easier to handle and transport items or grouped packages, whilst protecting them during transit. 

This does not apply to e-commerce packaging intended for households. 

E.g.: Pallets, rolls, spools, plastic dividers…

Group packaging 

Packaging makes it possible to put together, at the point of sale, a set of several items sold to the end user or consumer, or to make it easier to display them on the shelves.  

E.g.: Grouping boxes, film, strapping, etc.

Retail packaging 

Packaging enables a product intended for the end user or consumer to be put together at the point of sale. 

They must be designed for professional use only and are not marketed to households by all manufacturers of this product. 

E.g.: drums, jerrycans, tubes, octabins…

Glass packaging for the medical and veterinary sectors  

The packaging is specifically designed for use in hospitals, laboratories, veterinary practices and professional livestock farms.

As soon as the professional packaging EPR scheme enters into force, the catering packaging sector will merge with that of professional packaging. You must therefore sign a new contract with your eco-organization.

Frequently asked questions from producers

Who is affected by the Extended Producer Responsibility (EPR) scheme for commercial packaging? 


This applies to all businesses that place packaging intended for business-to-business (B2B) use on the market in France.

These include, in particular:

– manufacturers,
– importers, – distributors in the case of purchase for resale 

In other words, any business regarded as a producer of a packaged product intended for professional use (industry, retail, catering, agriculture, etc.) is subject to the Extended Producer Responsibility (EPR) scheme for commercial packaging. 
Finally, for certain types of packaging, the physical manufacturer of the packaging may also be affected. It is not the end user of the packaging who is responsible, but rather the company that places it on the French market. 

What about the packaging I use between my various sites? 

In accordance with the provisions of the PPWR, ‘placing on the market’ means ‘any supply of packaging, whether empty or containing a product, intended for distribution, consumption or use on the Union market in the course of a commercial activity, whether for consideration or free of charge’. 
We consider that the transfer must take place between two entities (with different SIRET numbers, even if both SIRET numbers correspond to the same company).

What are the key dates for the REP?  

The Extended Producer Responsibility (EPR) scheme for commercial packaging came into force on 1 July 2026.
In terms of reporting, you must submit provisional reports on packaging placed on the market from the moment you join the scheme.

– In January 2027, you must report packaging placed on the market between 1 July and 31 December.
– In March 2027, you must submit the data for your reuse reporting.
